No, This is a common misconception due to expiration dates being mandatory in the military. These are used to ensure that units order new equipment for their troops. As long as the helmet isn’t slammed into hard surfaces repeatedly, and the layers aren’t de-laminating; the helmet should be perfectly serviceable.
